Twenty one of the thirty four clubs entitled to attend met at McDiarmid Park to decide on the eight proposals put out by Cricket Scotland.

The clubs agreed that there would be no change in the league structure for the next five years with a Premier, First and Second Division. It was further agreed that the current thirty four teams would be reduced to thirty by the start of season  2008  with sanctions against clubs not meeting the new youth and facilities criteria, which were endorsed at the meeting, or relegating more clubs than are promoted to meet this deadline.

It was also decided that clubs would not be admitted in future to the SNCL if their facilities and youth criteria did not come up to the required standards as laid down by the SNCL.

The proposal to have a level two coaching certificate for professionals was defeated as was the intention to have only one overseas player by season 2007 so clubs will still be able to have a professional and also an overseas amateur.

There will also be an award made annually to the Club of the Year which will reflect a club�s overall development programme as well as results of the club�s teams at all levels
