Denmark, Italy, Jersey, Malaysia, Oman and Singapore competed in a round robin tournament, with the two leading sides progressing to WCL Division 3 later in 2014. Matches were played on three grounds - Kallang, Singapore Cricket Club and India Association, with Kallang staging the final.
