The 20-year-old from The Hague, who missed the third-fourth position play-off against Afghanistan on Saturday after taking 10 wickets in five matches, was reported after his side’s last match in the group stages of the event, against Ireland at VRA in Amstelveen on Friday 9 July, by on-field umpires Kumar Dharmasena of the Emirates International Panel of ICC Umpires and Buddhi Pradhan of the Associates and Affiliate Panel of ICC Umpires.

ICC match referee David Jukes handed over the copy of the report to the Netherlands’ team management on Friday evening. In their official report, the on-field umpires said: “When the Netherlands took the field for the first innings of the match with Ireland batting, Mark Jonkman bowled in two spells, one from each end, and we were both able to observe his bowling action from square leg. With the naked eye we have concerns with the legitimacy of Mark’s bowling action in general and consider it worthy of report under current ICC regulations.”

Jonkman’s bowling action will now be scrutinised further under the ICC process relating to Tests, ODIs and T20Is. Clause 2.2 the ICC regulations provides as follows:

The player is required to submit to an independent analysis of his bowling action which will be conducted by a member of the ICC panel of human movement specialists; This analysis and report must take place within 21 days of the report being received by the KNCB; If the player is found to have bowled with an illegal action during the independent analysis then he will be suspended from bowling in international cricket until he undertakes remedial action and is reassessed;

Subject to the provisions of paragraph 2.2.8 of the regulation, throughout the period up to the date of receipt by the player’s home board of the independent assessment, the player shall be permitted to continue bowling in international cricket.

At any time throughout this period the player is subject to being called on the field by the umpire(s) in accordance with Law 24.2 and the consequences of such Law must apply. During this period a further match officials’ report will, however, have no consequence.
